Banff is a city incorporated as a municipality in 1990 and has been the first municipality in Canada to be integrated within a national park. The sole federal park community in Canada is that the Municipality of Jasper, in Jasper National Park, incorporated in 2001.

The Setting
Even the Banff townsite covers 3.93 square feet (2.5 square kilometers ) and has an altitude of 1,383 metres (4,537 feet) which makes it the maximum town in Canada.

Banff’s townsite boundaries have been fixed by national law. The municipality may not extend its land base.

The Town of Banff is located inside Banff National Park, Canada’s first and the world’s third-biggest park, located in 1885. Banff National Park was declared a UNESCO World Heritage Site in 1984.

Living in Banff is a freedom and we all know how blessed we will become part of this community inside a national park. Our way of life is far more than simply skiing and hiking (but there’s a lot of that), it’s also caring for the exceptional community and respecting our environment. Everyone who lives in Banff have to meet a “need to reside” requirement governed by the federal government.

The Town’s”Visitor Adjusted Population” is a function of our permanent resident population (Municipal Census), also overnight visitor population, and daytime visitors:
Overnight visitors in summer time are comprised of hotel guests along with campground visitors. There are about 3,700 hotel rooms within the Town, and we estimate occupancies of between 2.1 and 2.9 depending on hotel type. At 90% occupancy this results in a resort guest population of 7,500.
At the Tunnel Mountain Campground you will find 1,150 sites, which we estimate to get occupancies of 2.9. In 90% occupancy that creates a campground inhabitants of 3,000 people. A typical busy day in Banff is distinguished as approximately 25,000 vehicles (two-way visitors…includes inbound and outbound). Removing resident and overnight guest vehicles (25%) who are counted over, leaves us with about 9,500 unique, inbound vehicles which anticipated to have a mean occupancy of 2.4 persons per automobile, or 23,000 evening visitors.
The net consequence of this is a normal summer day Visitor Adjusted Population of about 43,000 people . This number could increase significantly according to day visitation, since every 1,000 additional inbound vehicles attracts around 2,500 additional people. On the summer times we estimate our daily visitor corrected inhabitants to be above 50,000.

Tourism is the town’s financial catalyst. More than 4 million people visit Banff National Park annually, and just about all of them visit the City of Banff.

The federal government limits the quantity of space available for industrial growth in national parks. Industrial space from the City of Banff is capped at 353,000 square meters (3.8 million square feet), roughly 10 percent of the entire region of the townsite. Hotel capacity within the City of Banff is 3,698 rooms, though this will vary based on definition of a space (vs. a selection of rooms like Tunnel Mountain Campground) and redevelopment (e.g. if a resort goes”off for renovations or redevelopment). This figure also excludes hotels located out the municipality such as the Rimrock, Juniper, and Rocky Mountain Resort.

The amount of people that populate the city dependent on the tourism industry is estimated with data from the Federal Census (connection to Banff’s labour info here). Based on the federal data, approximately 61% of respondents have been employed directly from the Retail, Accommodation and Food Services, Transportation, and Arts, Entertainment and Recreation sectors. A number of the other respondents are involved in tourism, since industries like Building, Real Estate, etc… are tied into the tourism industry. Banff is governed by a mayor and six councillors under The Municipal Government Act of the Province of Alberta. A municipal election is held every four years.

The natural splendor of Banff’s surrounding lakes and mountains made it Canada’s first National Park and the world’s third national park refuge, also part of the Northern Rocky Mountain Parks UNESCO World Heritage Site. While the City of Banff had been around for a century to serve visitors, it had been officially incorporated in 1990, making it Canada’s first municipality within a National Park.


The Goal of this Town, as set out of its incorporation agreement, is:

To keep the townsite as part of the World Heritage Site;
To serve, because its principal function, as a center for visitors to the Park and also to offer these visitors with accommodation and other products and services;
To offer the broadest possible selection of interpretive and orientation services to airport visitors;
To maintain a community personality that’s consistent with and reflects the surrounding environment; along with
To offer a comfortable living community for all those individuals who have to reside in the townsite so as to realize its main function.
